Lower Oconto River Watershed

Details

The Lower Oconto River watershed lies in central Oconto County with small portions of the watershed extending into northern Shawano and eastern Menominee counties. The communities of Oconto. Oconto Falls, Gillett and Suring lie within the watershed. Three hydroelectric dams operate in this watershed. The Wisconsin Electric Power company and Scott Paper Company dams at Oconto Falls operate with run-of-river flows. The Oconto Electric cooperative dam at Stiles operates as a modified peaking operation. This watershed ranked medium in the nonpoint source priority watershed selection process. This was primarily due to the lack of nonpoint source water pollution monitoring data.

Ecological Landscapes for Lower Oconto River Watershed

Ecological Landscapes

The western third of the Lower Oconto River Watershed is located in the Northeast Sands Ecological Watershed and the eastern two-thirds are in the Northern Lake Michigan Coastal Ecological Watershed. The Northern Lake Michigan Coastal Ecological Landscape is located in northeastern Wisconsin, and includes Green Bay and the northern part of the Door Peninsula. Its landforms consist of the Niagara escarpment, a prominent dolomite outcropping along the east side of Green Bay, a lacustrine plain along the west side of Green Bay, and ground moraine elsewhere. Low sand dunes and beach ridges that support Great Lakes endemics and many other rare species are found along the Great Lakes shoreline. The influence of Lake Michigan moderates extreme temperatures. Soils are very diverse; in some areas, lacustrine sands are found overlying clays or bedrock within only a few feet of the surface. In the Door Peninsula, soils are typically stony loamy sands to loams. Poorly drained sands are common in the lake plain or in depressions between dunes and beach ridges. On the western side of Green Bay, the ground moraine is composed mostly of moderately well drained, rocky sandy loams, interspersed with lacustrine sands and clays, and peat and muck also common. The Northeast Sands Ecological Landscape occupies a relatively narrow, vertical band of land in northeast Wisconsin. This landscape formed in glacial outwash sand plains (some of them pitted), and has steep outcropping Precambrian bedrock knolls of basalt, rhyolite, or granite. Sandy ground moraines and end moraines are also interspersed in the landscape. Historically, extensive oak/jack pine barrens and jack pine forests were found in the outwash sand portions of this Ecological Landscape. Moraines supported forests of hardwoods, red pine, and white pine. Outwash plains often contained pitted depressions, resulting in numerous wetlands and kettle lakes. Most of this Ecological Landscape is still forested; aspen predominates, followed by northern hardwoods. Jack pine remains on the outwash plains along with northern pin oak. There are several important occurrences of jack pine/oak barren communities. A small percentage of this Ecological Landscape contains spruce-fir-cedar forest and lowland hardwood forest. The Brazeau Swamp is one of the best representations of large cedar swamp forests in northern Wisconsin. Historic vegetation included maple-basswood-beech forest, hemlock-hardwood forest, northern white cedar swamp, hardwood-conifer swamp, wet meadows, and coastal marshes. Conifer dominated upland forests that resemble the boreal forest were present along Lake Michigan; they contain a significant component of white spruce and balsam fir. Cliffs, sinkholes, and dolomite ledges are associated with the Niagara Escarpment. Current vegetation consists of more than 60% non-forested land, most of which is in agricultural crops, with smaller amounts of grassland, wetland, shrubland, and urbanized areas. Forested lands are dominated by maple-basswood, with smaller amounts of lowland hardwoods, aspen-birch, and lowland conifers. High quality areas of exposed alkaline bedrock beach occur on the northern Door Peninsula, providing habitat for many rare plants. Several islands lie off the Door Peninsula and these also provide critical habitat for rare species and colonially nesting birds.

Berry Lake Property Owners Assn Inc: Berry Lake Ais Control: The Berry Lake Property Owners Association proposes to control Hybrid Watermilfoil and Phragmites in Berry Lake by implementing control measures during the period 2015-2018. The project elements and deliverables are specified in the Berry Lake Property Owners Association Grant application, dated January 29, 2015.

The project includes conducting Point Intercept surveys using the DNR Aquatic Plant Treatment Evaluation Protocol http://www4.uwsp.edu/cnr/uwexlakes/ecology/APM/Appendix-D.pdf ,in addition to 3 peak biomass surveys and lake bathymetry mapping; controlling Hybrid Watermilfoil and Phragmites with aquatic herbicide treatments and hand pulling coordination; and implementing an aquatic invasive species prevention and control strategy that includes soliciting the in-kind volunteer work that is identified in the grant application. The project also consists of purchasing a dissolved oxygen meter for monitoring oxygen levels. Annual progress reports and a final report summarizing the 3-year project will be provided to DNR. Machickanee Flowage Advancement Association: Machickanee Flowage Drawdown: Machickanee Advancement Association is partnering with Oconto Electric Coop (OEC) to conduct a partial drawdown for EWM control and sediment compactions. The goals of the drawdown are to reduce the occurrence of Eursian Watermilfoil/Hybrid Watermilfoil by 75%, increase sediment compaction by 50%, and enhance the natural community.

Project final deliverables include: Pre- and Post-drawdown water quality sampling and lab analysis data submittal. A final report including: pre- and post-water quality data, stranded organism recovery and relocation report, and archeology survey of shoreline report.

Menominee County: Moshawquit Lake Ewm Management Project: Menominee County proposes to control Eurasian Water-milfoil (EWM) in Moshawquit Lake by implementing control measures during the period 2010-2012. The project elements and deliverables are specified in the Menominee County Aquatic Invasive Species Control Grant application, dated March 31,2010. The project includes conducting pre- and post-treatment surveys and mapping the extent of EWM, including a DNR approved Point Index survey; controlling EWM with aquatic herbicide treatments; and implementing an aquatic invasive species prevention strategy that includes developing an awareness & education program. Annual progress reports and a final report summarizing the three-year project will be provided to DNR.

Menominee County: Moshawquit Lake Clp Management: Moshawquit Lake Association proposes to chemically manage curlyleaf pondweed on Moshawquit Lake during the period of February 1, 2012- December 31,2013. The project elements and deliverables are specified within their control grant application dated. All project requirements are listed below.

This project requires: adherence to treatment strategies approved by the department, pre-/post- treatment monitoring, annual P/I surveys, sub P/I surveys within treatment areas, residual monitoring(Aquathol K analysis and/or Rhodamine dye) and core sampling or underwater video to help evaluate turion production. Handpulling of CLP is also required under this grant, please record all handpulling hours.

Annual progress reports and a final report summarizing this project is requirement and will be provided to the DNR. Waterways Assoc. Menominee & Shawano Cty: Moshawquit Lake Updated Aquatic Plant Management Plan: The Waterways Association of Menominee and Shawano Counties (WAMSCO) is sponsoring a project to update the Aquatic Plant Management Plan (APM) for Moshawquit Lake.

Deliverables: all data from point intercept (PI) surveys and associated maps, Eurasian water milfoil (EWM) bed survey data and maps, sub-PI pre- and post-treatment results in 2024, materials presented at public planning meeting, and final APM for Moshawquit Lake.

Activities: 1) 2023 and 2024 whole-lake PI surveys; 2) EWM bed survey to delineate bed location, density, size, and average depth; 3) pre- and post- treatment sub-PI survey in 2024 if herbicide treatment is needed and permitted; 4) Healthy Lakes site visits at 5 properties on Moshawquit Lake for planning purposes; 5) at least 2 meetings in fall 2023 including a public planning meeting to determine plant management goals and educate participants, and follow-up meeting discussing results of the planning meeting; 6) final APM Plan written by consultant for Moshawquit Lake that includes descriptions of historical actions, current management objectives, plant survey results, and public comments on the plan.

Special Conditions: PI surveys shall be conducted according to: Baseline Monitoring of Aquatic Plants in Wisconsin: Sampling Design, Field and Laboratory Procedures, Data Entry and Analysis Lakes, Publication number PUB-SS-1068 2010. If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy before making final payment to the consultant. Legend Lake P & R District: Legend Lake Aquatic Invasive Species Study: Legend Lake Protection and Rehabilitation District proposed to conduct an aquatic plant survey and develop an aquatic plant management plan based on the survey. The survey and plan are being conducted to implement an Eurasian Watermilfoil (EWM) management strategy. The plant survey will reflect the location of DNR determined sensitive areas, aquatic plant communities and the distribution and abundance of EWM. Data to be collected and evaluated includes species present, estimates of species abundance, maximum rooting depth and plant distribution. Density ratings will be assigned at each transect. The consultant will present a draft aquatic plant management plan to the lake district and Department of Natural Resources for final plan approval. An open house and public information meeting will be held to discuss the results of the plant survey and to gather public input on the proposed plan. The survey results and management plan will be disseminated to the lake residents via the lake newsletter.

Chute Lake P & R District: Hlk - Chute Pond Healthy Lakes 2017: Partnering with property owners, Chute Lake Protection & Rehabilitation District #1 is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Pickerel Chain Lakes Association: Lmi - Little Pickerel Aeration Implementation Project: The Pickerel Chain Association proposes to install an aerator in Little Pickerel Lake. The project elements and deliverables are specified in the Pickerel Lake\2019s Protection Grant application, dated February 1, 2017.

This grant will fund the installation of an aeration system in Little Pickerel Lake. The aeration system will be installed in 2017 using PCLA members and assisted by the Oconto County WDNR fisheries staff for placing the airline and diffusers. Providing electric power and completing the on-shore preparation work to house the system compressors will occur in late summer/fall. Placement of the system airlines and diffusers into the lake will occur in the fall of 2017. Signing at all public access points to all three lakes of the chain will be placed prior to the ground freezing and the lake forming an ice cover. Open water safety fencing will be installed using the same type fencing system used on Pickerel Lake and will be placed by PCLA members once safe ice for foot travel is present.

If consultant is to provide the final report, it is recommended that the Grantee provide the DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR will be provided both paper and electronic .pdf copies of the final report along with, or prior to, submission of grantee\2019s final payment request. Chute Lake P & R District: Hlk - Chute Pond Healthy Lakes 2017: Partnering with property owners, Chute Lake Protection & Rehabilitation District #1 is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Berry Lake Property Owners Assn Inc: Comprehensive Management Plan: The Berry Lake Property Owners Association proposes to create a Comprehensive Management Plan for Berry Lake by during the period 2014-2016. The project elements and deliverables are specified in the Berry Lake Property Owners Association\2019s Grant application, dated January 1, 2014.

The project will produce; the drainage area definition (watershed) for the lake; the potential point-sources of pollution that may be affecting the lake; the areas of the lake\2019s watershed that may be supplying excessive amounts of sediment and nutrients; a determination of plant community diversity for the lake and how the lake\2019s diversity compares with other lakes in the region; an identification and location of important plant communities (emergent, submergent, floating-leaf) within the lake and a listing of the dominant species within those communities; the identification and location of any rare or threatened plant species within the lake; a determination of where exotic plant species occur in and around the lake; abundance of plant species relative to each other; a summary and analysis of specific chemicals found in the lake, how these concentrations compare with other lakes in the region, and what these concentrations indicate concerning the health of the lake; an analysis of the limiting plant nutrient in the lake; the trophic state of the lake; an analysis of condition within the lake prior to settlement; an analysis of aquatic plant management alternatives; a summary of recent historic fisheries data, biological information relating to specific fish species, an how it applies to the management plan; (see comments for balance of scope)

2 survey stations sampled on Splinter Creek within the same AU. The DS station is good to excellent in 3 surveys and the upstream station is poor in 2 surveys. Would not recommend based on this level of survey effort at upstream station in relation to downstream station. Follow-up surveys should be completed to determine if this designation is warranted or if the US sample location is not representative of the stream conditions.

Lower Oconto River WatershedWatershed History Note

The Lower Oconto River played an important role in the lumbering history of Wisconsin. In 1950, Russell Wicke of Suring shared his memories of the annual log drive. The logs were cut in the woods during the winter and when spring came and the ice began to thaw and break on the rivers, the log drive began. Because Suring was located on one of the principal waterways of the log drive in the lumbering area, it became an important center, for logs were driven down the North Branch, the South Branch and the Peshtigo Brook on their way to the sawmills in Oconto. The log drivers were to be quick, daring and rugged men. Armed with peavies, long pike poles, heavy high shoes with calked soles, these woodsmen had to cleverly direct and guide thousands of logs on their slow course from the forest where they were cut to the sawmill where they would be made into lumber. Often times, in spite of the skill of the drivers, the logs would become jammed in the stream, sometimes piling up to the height of seven and eight feet. To break such a jam was difficult and dangerous. Usually there was a key log in the breaking of the jam. To dislodge this log and jump clear of the breaking force behind it required great skill. Sometimes the jam would break loose with a sudden rushing, roaring and driving force that left little time to escape from being swept into the whirling mass of water and logs. An expert driver was able to jump from one whirling log to another and ride those logs in spite of their rapid motion in the stream. The log drivers were followed by large rafts, constructed of logs, on which tents were pitched. One such raft and tent was used as the cook’s shanty while others were sleeping shanties for the log drivers. Sometimes only the cook’s shanty was aboard a raft and the men pitched the tents serving as sleeping quarters on the bank of the stream down which they were driving.
